What do they mean?

Why are age restrictions needed?

Age restrictions have been introduced to prevent children and young people from watching inappropriate films and to help parents find their way around cinemas' programs. A similar system is used almost everywhere in the world. In some countries, age limits are set by official evaluation committees, and in many countries, as in Estonia, by film distributors. In Estonia, this area is also regulated by the Child Protection Act of the Republic of Estonia.
